Explaining his invention further, he said: “Wheelchair brakes tend to lock the wheels but don’t actually lock the chair to the ground…the purpose is to prevent it from moving at all.”
Allen’s prototype appears to be made mostly of PVC pipe.

According to his LinkedIn profile, Allen He completed his undergraduate studies at Caltech in 2017 with a degree in mechanical engineering, and then received his master’s degree in computer science from California State University, Dominguez Hills in 2025.
Allen donated $25 to a political action committee affiliated with the Democratic Party in support of Kamala Harris’ 2024 presidential bid, according to federal campaign finance records.
Allen was taken into custody by the Secret Service on Saturday after he reportedly fired shots into the jail. White House Correspondents’ dinner.
