The idea emerged in a memo circulated by the mayor’s office, stating legislator during ongoing budget discussions. The document lists nearly a dozen potential revenue-raising measures as officials look for ways to address the city’s growing financial pressures, Bloomberg reported.

One of the most high-profile proposals would reduce New York’s estate tax exemption from more than $7 million to $750,000. At the same time, the top estate tax rate may increase from the current 16% to 50%.

City’s looming deficit

The proposal comes as New York City is expected to face a $5.4 billion budget deficit in the fiscal year that begins July 1. Mamdani’s administration has been exploring a variety of options to generate additional revenue and is seeking cooperation from the state Legislature to implement potential changes.

Lowering the estate tax threshold will significantly expand the number of estates that can be taxed.

Currently, estates worth less than the state exemption limit are not taxed, but under the proposed plan, estates worth more than $750,000 may qualify.

New York is already one of the few states that imposes a state-level estate tax in addition to the federal estate tax. The current top federal tax rate is 40%.

Debate over potential impact

The proposal was weighed by tax policy groups including Americans for Tax Reform, which argued that the combined impact of federal and state taxes could push the overall tax rate for some estates to about 70%, after taking federal deduction rules into account.

The group also said the proposed threshold, if enacted, would become the lowest threshold for U.S. estate tax exemptions.

Supporters of raising estate taxes often argue that it could help governments raise revenue and address wealth inequality, while critics argue that high taxes on inherited assets could discourage investment or encourage wealthy residents to relocate.

For now, the proposal remains one of several ideas being discussed as state lawmakers and city officials continue negotiations over the upcoming budget. A final decision has not yet been announced.
