New Delhi: Chief Minister Rekha Gupta has praised the central government for regularizing unauthorized colonies in Delhi under the PM-UDAY scheme on an “as is, status quo” basis, stating that the new framework allows regularization of 1,531 colonies without layout plan approval. Further, she mentioned that all plots and buildings within these colonies will be considered residential. She further mentioned at a press conference at the National Media Center on Tuesday that tax officials will conduct a joint investigation within a strict timetable. The DDA-GIS survey will be completed within 7 days, deficiencies will be resolved within 15 days and the transfer deed will be issued within 45 days. She also pointed out that out of 1,731 unauthorized colonies, 511 are being regularized immediately. “…In 2019, the government launched the PM-UDAY scheme for unauthorized colonies in Delhi. Under this scheme, residents were given ownership transfers and mortgages. Around 40,000 transfer deeds and authorization orders have been issued so far, but technical issues have slowed down progress, especially in layout plan approvals. A major step has now been taken thanks to the intervention of the Prime Minister and the Urban Ministry. About 5 million residents of Delhi live in unauthorized colonies, including about 1 million families. The new plan allows for the regularization of 1,531 colonies without layout plan approval. All plots and buildings will be considered residential,” CM Gupta said. “The approval process has been streamlined: it is now handled by the Delhi Revenue Department with ADM level officials as the single point approval authority. The investigation will be conducted jointly by tax officials and a strict timetable has been set. DDA-GIS conducts investigation within 7 days, resolves defects within 15 days and issues transfer deed within 45 days. Of the 1,731 unauthorized colonies, 511 are being regularized immediately. The remaining excluded colonies are those located in restricted areas, such as ridge areas, ozone-sensitive areas or near protected monuments. Earlier, the central government launched the Pradhan Mantri Unauthorized Colony Awas Adhikar Yojana (PM-UDAY) in Delhi in 2019, granting title to residents.
